English-Limited Learners

The goal of ELL shall be to enable Limited English Proficient Students to become competent in the comprehension, speaking, reading and composition of the English language through the integrated use of language learners methods. The ELL program shall emphasize the mastery of English language skills, as well as mathematics, science and social studies, as integral parts of the academic goals for all students to enable limited English proficient students to participate equitably in school.

Students who enter the district as limited or non-English speakers are eligible to be tested for identification into the ELL program.

For identifying Limited English Proficient Students, districts shall administer to each student who has a language other that English as identified on the home language survey:

  • In Pre-Kindergarten through Grade 1, an oral language proficiency test approved by the Texas Education Agency (TEA); and

  • In grades 2-12, as TEA-approved oral language proficiency test and the English language arts sections from a TEA-approved norm-referenced measure, or another test approved by TEA.
