English-Limited Learners

Emergent Bilingual Learners

The goal of our Bilingual and English as a Second Language instruction shall be to enable Emergent Bilingual Students to become competent in the speaking, reading, listening and written composition of the English language through the integrated use of language learners methods. The Emergent Bilingual program shall emphasize the mastery of English language skills, as well as mathematics, science, and social studies, as integral parts of the academic goals for all students to enable Emergent Bilingual students to participate equitably in school.

Students who enter the district as limited or non-English speakers are eligible to be tested for identification into the Emergent Bilingual program.

For identifying Limited English Proficient Students, the single, statewide English language proficiency test must be administered within four weeks of enrollment. Prekindergarten through grade 1 complete the English listening and speaking components, while grade 2 through grade 12 complete the English listening, speaking, reading, and writing components. Districts that provide a bilingual education program at the elementary grades must also administer a language proficiency test in the primary language of the student who is eligible for the bilingual education program.
